Key findings
- Overall turnover trends: The average turnover across all industries shows a slight fluctuation over the six-month period, with the peak starting in October 2024 (2.2%) and dipping below 2% in November 2024 (1.9%) and February 2025 (1.9%).*
- Turnover settled at 2.0% by March 2025.
- Industry-specific turnover: There are significant differences in average turnover across various industries:
- Travel & hospitality had the highest average turnover (2.8%)
- Education and government sectors had the lowest turnover (1.8% and 1.4%, respectively)
- Seasonal turnover patterns: Turnover in travel & hospitality experienced slight dips in November 2024 and February 2025, but remains the highest overall.
- Construction peaked in December 2024, which could be related to end-of-season project completion.

Workforce turnover trends in 2025
With widespread economic uncertainty, employees are reporting higher levels of satisfaction and a greater reluctance to rock the boat at work. In a recent BambooHR report, Welcome to the Eggshell Economy, we learned that 84% of US workers say they’re happy where they’re at. Or could they just be grateful to have a job at all?
Additional proprietary data shows that the average turnover overall is 2.0%.
Employee turnover by industry
Highest average turnover: Travel & hospitality
Most affected by seasonality: Construction
The next-highest six-month turnover average is in construction (2.5%), which spiked all the way up to 3.3% in December—the highest turnover of any industry during the past six months.
Also in December, the industry experienced historically low hiring. This is likely due to the seasonality of construction work and project completion timelines, which are affected by cold weather and holidays.
Volatile turnover: Manufacturing
Slightly above average: Healthcare and nonprofits
The level of turnover a healthcare organization experiences depends on the type of healthcare work it provides. For example, in 2022, hospitals experienced the least turnover (19.5%) compared to at-home care providers (65%) and nursing homes (94%), which experienced the highest turnover rate.
According to BambooHR data, healthcare—including all types of healthcare organizations—had an average turnover of 2.4% (as a percentage of total employees) over the past six months.
For nonprofits, turnover dipped below the national average only once in November and maintained an average of 2.2%. It has otherwise been relatively high, with half of nonprofits in a National Council of Nonprofits survey saying that job vacancies were more prevalent in 2023 compared to pre-pandemic levels. Additionally, 95% of nonprofit leaders are concerned about staff burnout.
Close to overall average: Professional services
Of all the industries we reported on, the professional services sector tracks most closely to overall patterns of employee turnover. This industry—which includes legal services, marketing and advertising agencies, staffing companies, and similar organizations—has seen 2.1% turnover on average.
Over the past six months, average turnover within professional services has consistently been within 0.3% of the overall average across all industries.
Below average turnover: Finance, tech, and education
The six-month average turnover for the finance industry comes in at 1.9%, closely tied with both technology and education, which have a turnover of 1.8%.
A LinkedIn report from 2023 showed tech leading turnover across most industries, with a median employee tenure of one to two years. However, our report from the past six months puts tech in the below average turnover range, indicating that a focus on culture and growth and development initiatives could be making a difference in employee retention, at least for the tech companies who make up BambooHR user data.
Meanwhile, recent data shows voluntary turnover in higher education trending downward, too.
Lowest turnover: Government employees
Compared to the private sector, government organizations have seen moderate to low levels of employee turnover in the past five years. In the US, the civil service was designed to reduce employee turnover and create continuity even as political leadership changes over time.
Among BambooHR customers, government employees have enjoyed lower-than-average turnover throughout the past six months (1.4% vs. the overall average of 2.0%).
This data set includes a broad spectrum of government employees, such as:
- Health & safety: Health departments, sheriff's offices
- Infrastructure: Public utilities, fairgrounds, water and sewer district
- Local government: City, county, and courthouse workers; county clerks
- Public services: Fire stations, libraries, community centers
- Tourism: Offices of tourism, visitor's bureaus
However, it's important to note that US federal government employees are experiencing ongoing changes introduced by the newly-formed executive organization Department of Government Efficiency.
Although there's no official data on how many federal workers have been laid off or fired, the Associated Press has reported thousands of job losses across Veterans Affairs, the IRS, and the National Park Service, among others.
Methodology
All source data is from the BambooHR® platform, gathered between October 2024 and March 2025, and includes over 3.5 million employee data points across the globe. The data have been analyzed in an aggregated, anonymized way to protect the privacy of employees and the integrity of the metrics.
Turnover includes all types of separation of an employee from their company, including voluntary and involuntary separations.
